FACILITY USE POLICY

 

Boulevard Baptist Church makes its facilities available for approved church, member, community, and outside uses consistent with the Church's mission, ministries, operations, and stewardship responsibilities. Use of church property is a privilege and is subject to availability, approval, applicable fees, and this policy.

 

1. Requests and Approval

  • All facility use must be requested through the Church's approved process. Submission of a request does not constitute approval and does not reserve the requested date or facility.
  • Church programs, worship, ministries, and previously approved church activities take priority. The Church may approve, deny, limit, relocate, or place conditions on a request based on availability, suitability of the event, staffing, safety, facility limitations, or ministry needs.
  • A reservation is confirmed only after the Church has issued approval and all required agreements, deposits, payments, insurance documentation, or other conditions have been completed by the stated deadline.

2. Fees, Deposits, and Payment

  • Facility-use charges are established by the approved Facility Use Fee Schedule. BBC ministry/member use may be governed by separate internal provisions.
  • A refundable security deposit may be required to secure a reservation and is separate from the facility-use package price.
  • Additional charges may apply for approved additional hours, A/V support, extensive or non-standard setup/reset, extra staffing or security, extraordinary cleaning, damage, or other event-specific requirements.
  • The responsible party is liable for approved charges and for damage or costs exceeding the security deposit.

3. Standard Configuration and Special Setup

  • Facility-use packages include use of the facility in its standard configuration and routine post-event reset.
  • Standard configuration means the normal arrangement of tables, chairs, furnishings, and equipment established by Boulevard Baptist Church for that facility.
  • Requests for an arrangement that differs from the standard configuration are considered Special Setup Requests and must be submitted in advance. Minor adjustments may be accommodated without an additional charge when they can reasonably be completed as part of normal event preparation.
  • Extensive setup, removal or relocation of furnishings, unusual table/chair arrangements, staging, repeated room changes, or another significant reconfiguration may require an additional fee. Applicable charges will be communicated before the reservation is finalized.
  • Users may not move permanent furnishings, staging, equipment, or other restricted items without prior church approval.

4. Event Time and Access

  • Package time includes the approved period for setup, the event, and cleanup unless otherwise stated in the agreement. Access before or after the approved time is not guaranteed.
  • Additional time must be approved and may be charged at the applicable rate.
  • Users must remain within the facilities and areas approved for their event. Keys, access codes, or other access credentials may not be shared or used outside the authorized period.

5. Care of Facilities and Cleanup

  • Users are expected to exercise reasonable care of church property and leave all approved spaces orderly.
  • Routine custodial service included in a package does not relieve the user of basic event cleanup responsibilities. Users must remove personal items and event materials, address food and beverage items as directed, place trash in designated locations, and follow any facility-specific cleanup instructions.
  • Extraordinary cleaning, damage, missing property, or failure to follow cleanup requirements may result in charges against the security deposit and/or additional billing.
  • Damage, spills, equipment problems, safety concerns, or other facility issues should be reported promptly to the designated church representative.

6. Safety, Conduct, and Supervision

  • The responsible party must provide appropriate adult supervision for children and youth and must maintain orderly conduct throughout the event.
  • Occupancy limits, fire and life-safety requirements, exits, hallways, and access routes must be observed at all times.
  • Smoking, vaping, illegal drugs, and alcoholic beverages are prohibited on church property. Weapons, concealed or open carry are not allowed on church property.
  • Activities that create an unreasonable risk of injury or property damage, interfere with church operations, or use facilities in a manner inconsistent with the approved request are prohibited.
  • The Church may require additional supervision, staffing, security, insurance, or other safeguards based on the nature of an event.

7. Food and Commercial Kitchen Use

  • Food and beverages are permitted only in approved areas and are subject to facility-specific requirements.
  • The commercial kitchen may be reserved as a separate package or in combination with an approved event space.
  • Approved kitchen use may include warmers, the ice machine, serving areas, and preparation areas. Use of cooking appliances and other commercial equipment is subject to the Church's Commercial Kitchen Use Policy and specific approval.
  • Until otherwise approved by the Church, the existing restriction limiting cooking/equipment use to authorized church members or staff remains in effect. Outside caterer access must be approved in advance.
  • Kitchen users must follow all posted safety, sanitation, shutdown, and cleanup procedures.

8. A/V, Equipment, and Decorations

  • Church A/V systems and specialized equipment may be used only with prior approval and, when required, a church-approved technician.
  • Decorations, signs, displays, candles, adhesives, fasteners, and similar items must comply with church requirements and may not damage walls, floors, furnishings, or equipment.
  • Any outside equipment brought onto church property is subject to approval when it affects electrical load, safety, staging, access, or facility operations.

9. Insurance and Responsibility

  • The Church may require a certificate of insurance and/or other evidence of appropriate coverage based on the nature of the event or organization.
  • The applicant/responsible party is responsible for the conduct of participants, guests, vendors, caterers, and other persons associated with the event and for compliance with the approved agreement and policies.
  • Any indemnification, hold-harmless, or liability provisions required for outside use will be stated in the Facility Use Agreement and will be reviewed periodically with the Church's Insurance Committee or legal advisors.

10. Cancellation and Changes

  • Cancellation and refund terms will be stated in the approved Fee Schedule and/or Facility Use Agreement.
  • Changes to the approved date, time, facility, attendance, setup, activities, vendors, or other material event details must be submitted to the Church for approval.
  • The Church reserves the right to cancel or modify a reservation, when necessary, because of emergencies, unsafe conditions, facility problems, church ministry needs, or failure to comply with the agreement or policy.
  • Any refund or rescheduling will be handled according to the circumstances and applicable agreement.

11. Compliance and Church Authority

  • Failure to comply with this policy, the Facility Use Agreement, or directions of the designated church representative may result in additional charges, termination of the event, loss of deposit, or denial of future facility use, as appropriate.
  • Questions not specifically addressed by this policy will be resolved by the Church through its authorized staff or leadership. Exceptions must be approved by the appropriate church authority.

 

Policy Acknowledgment

Applicants submitting a Facility Use Request will acknowledge that they have reviewed this policy and understand that submission of a request does not constitute approval or reserve a date. Approved users will agree to comply with this policy through the Facility Use Agreement/Reservation Confirmation.
